Civil Status
The Consulate General of Lebanon in Dubai offers the following civil status services to Lebanese citizens.
"Kindly note that this applies to civil status events that take place in the following Emirates: Dubai, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, and Fujairah. Civil status events that take place in the Emirate of Abu Dhabi, Al Ain, or Al Dhafra Region must be registered at the Embassy of Lebanon in Abu Dhabi."
For Palestinian holders of the Lebanese travel document, the Consulate only authenticates civil status documents that have been issued by the competent authorities in the United Arab Emirates and duly attested by the UAE Ministry of Foreign Affairs.
Applicants are responsible for carrying out the registration procedures and following up with the relevant authorities in Lebanon.
For Lebanese citizens, the civil status services provided include the following:
The newborn’s registration is processed through the Consulate General of Lebanon in Dubai, which transmits the documentation via diplomatic pouch to the Lebanese Ministry of Foreign Affairs and Emigrants (Directorate of Emigrants). The Ministry then forwards it to the Ministry of Interior and Municipalities for final registration in the Lebanese civil registry.
The applicant is provided with the correspondence and pouch reference numbers and is responsible for following up on the registration process through the Ministry of Foreign Affairs and Emigrants in Lebanon. Upon completion,
an individual civil extract bearing the child’s photo, as well as a family civil extract, may be issued—both of which are required for obtaining a separate passport for the newborn.
In the event of direct travel to Lebanon, a newborn may be granted a Laissez-passer —valid for one year— upon submission of the required birth registration documents. The parents must subsequently obtain an individual civil extract and proceed with the issuance of a passport for the child in Lebanon.
Required documents
- Application for Birth Registration . (completed online and printed, or filled manually at the consulate)
- Original local birth certificate duly attested by the Ministry of Foreign Affairs of the United Arab Emirates with one copy.
- Passports of both parents, accompanied by 1 copy of each.
- A family civil extract with 2 copies
- Lebanese marriage certificate of the parents, duly registered and attested, with two copies.
- Live birth report (required only in the case of twins).

Laissez-passer for the Newborns
The issuance of a Laissez-passer for a newborn requires the presence of both parents to sign the application in person.
Required documents

- Local birth certificate
- Copy of both parents’ passports
- Copy of a family civil extract
- 4 recent passport-sized photographs (white background).

Marriages concluded in Dubai and the Northern Emirates should be registered through the Consulate General of Lebanon in Dubai. The Consulate transmits the marriage certificate via diplomatic pouch to the Lebanese Ministry of Foreign Affairs and Emigrants (Directorate of Emigrants), which subsequently refers it to the Ministry of Interior and Municipalities for final registration in the Lebanese
Lebanese civil registry.
The applicant is provided with the correspondence and pouch reference numbers and is responsible for following up on the registration process through the Ministry of Foreign Affairs and Emigrants in Lebanon in order to obtain an official Lebanese marriage certificate and a family civil extract.

- Application for Marriage Registration (completed online and printed, or filled manually at the consulate)
- Original local marriage certificate, duly attested, with one copy.
- Recent individual civil extract for both husband and wife, with 2 copies of each.
- Birth certificate for non-Lebanese spouses (official Arabic translation required if not issued in English or French), with 2 copies.

Divorces finalized in Dubai and the Northern Emirates should be registered through the Consulate General of Lebanon in Dubai. Note
- Divorce registration may only be initiated three months after the date of the final court judgment. The court ruling must explicitly state the date on which the judgment became final.
- One of the parties must issue a power of attorney to a third party residing in Lebanon in order to obtain the exequatur (execution order) from the competent Lebanese courts.

- The final irrevocable domestic divorce judgment, duly attested by the UAE Ministry of Foreign Affairs, or a duly attested divorce certificate (with 1 copy).
- The Lebanese marriage certificate, duly registered and attested.
- Family civil extract confirming the registration of the marriage in the Lebanese civil registry, with 2 copies.
- 2 copies of the passports of both husband and wife.

Deaths occurring in Dubai and the Northern Emirates should be registered through the Consulate General of Lebanon in Dubai. The Consulate transmits the death certificate via diplomatic pouch to the Lebanese Ministry of Foreign Affairs and Emigrants (Directorate of Emigrants), which subsequently refers it to the Ministry of Interior and Municipalities for final registration in the Lebanese civil registry.

- Original local death certificate, duly attested by the UAE Ministry of Foreign Affairs, with 1 copy.
- A copy of a recent extract (individual or family) of the deceased.
- The canceled passport of the deceased with 1 copy.

In the event of a death, one of the relatives of the deceased must submit the following documents to the Consulate General of Lebanon in Dubai in preparation for the repatriation of the body to Lebanon. The death registration will be completed at a later stage.
Required documents
- Original death certificate issued by the Ministry of Health of the United Arab Emirates.
- Passport of the deceased for cancellation.
- The Consulate will prepare the formal documentation required for repatriation and hand it over to the deceased’s family.

If the relatives of the deceased wish to proceed with burial in the United Arab Emirates, they may apply through the Consulate General of Lebanon in Dubai for a No Objection Certificate (NOC), should it be required by the local authorities to complete the burial procedures.
“A foreign woman who is married to a Lebanese becomes Lebanese one year after the date of registration of the marriage in the Lebanese population registers upon her request.”

According to Lebanese law, one year after the official registration of the marriage in Lebanon, a foreign woman married to a Lebanese citizen becomes eligible to apply for Lebanese citizenship.
The application must be submitted to the Consulate General of Lebanon in Dubai. Following the submission, the concerned parties will be contacted to appear in person at the Consulate to sign the necessary documents, including the wife's official request to acquire Lebanese nationality, which must be approved by the husband.
Once the decision to grant citizenship is issued, the wife’s status will be updated in the Lebanese civil records. Her name will be transferred from the “remarks” column in the husband’s family civil extract (where she is listed as a foreigner) to the main section, indicating her as Lebanese. An individual civil extract will then be issued in her name, upon which she may apply for a Lebanese passport.
Required documents
- Lebanese marriage certificate, duly registered and attested by the Lebanese Ministry of Foreign Affairs (3 copies).
- Original marriage certificate issued by the competent foreign authorities under which the marriage was registered, duly attested (3 copies).
- Recent family civil extract ( Ikhraj Kaid Aa’ili) indicating that the marriage has been registered in Lebanon for over one year (3 copies).
- Husband’s Lebanese passport (3 copies).
- Wife’s valid passport (valid for more than one year) with the husband’s surname added (3 copies).
- Wife’s birth certificate, translated into Arabic if it is not in English or French (3 copies).
- If the wife holds Syrian citizenship: a Syrian civil status register confirming that she is married to a Lebanese citizen.
- Certificate of cohabitation issued by a competent official and/or religious authority (required only if there are no children), attested by the UAE Ministry of Foreign Affairs.
- 3 recent passport-sized photographs of the wife.
